1. Finish the NG+ upgrades first

Check the permanent upgrade menu. If its upgrades are not complete, the reported sequence’s first condition is not met. The linked menu reference explains TP and MAX once you are already there; it is not a first-NG+ walkthrough.

2. Then buy the normal-run upgrades

After completing the NG+ upgrades, buy all standard upgrades in a normal run and check the Steam achievement. The reply that confirmed success explicitly says the normal upgrades were bought AFTER the NG+ upgrades.

3. If it is still locked

If both groups are complete in that order and Steam still shows it locked, record the game version, both upgrade states and their purchase order, then compare them with the original discussion. The thread does not establish a guaranteed repair for this branch; do not delete a save on the strength of this report.
